Both will report to Beijing CEO Chris Duffy, who took over the Beijing operation earlier this year. The agency said the moves complete the "transformation" of its Beijing management team.
The head of planning position is a new role at the agency. Yang replaces former ECD Danny Chan, who has left the agency and moved back to his native Hong Kong, according to a spokesperson.
Duffy called the Yang and Tan "world-class talents" with "strong track records in helping lead the change" for top marketers.
Tan joins Publicis Beijing from Ogilvy Singapore, where she was planning director, working on KFC and SingTel TV. Prior to Ogilvy she led strategy development at BBDO for the regional HP business and the Singapore Johnson’s Baby account. She also has client-side experience with Tourism Australia, HP and UOB Bank as well as PR experience at Burson-Marsteller, where she worked with clients including Johnson & Johnson Medical, Allergan, Sony and Motorola.
David Gompel, CEO of Publicis Worldwide Greater China called Yang and Tan "top calibre creative thinkers" and touted the network as a "compelling proposition for top talent" thanks to its focus on leading change for clients.
